- NIH legal authorization to collect information about you.
- As the largest public funder of biomedical research, NIH is uniquely positioned to transform the culture of science to prevent harassment and discrimination (including but not limited to sexual harassment and racial discrimination) and mitigate its detrimental impacts. NIH is authorized under Section 301 and Title IV of the Public Health Service Act to award grants to universities and other scientific institutions to support biomedical research.
- By accepting an award, grantees agree to comply with the terms and conditions set forth in the Notice of Award, including the NIH Grants Policy Statement.[1]
- The NIH Grants Policy Statement states that "NIH recipients are expected to provide safe and healthful working conditions for their employees and foster work environments conducive to high-quality research."[2]
- Purpose of the information collection.
- A work environment where harassment or discrimination is taking place is inherently unsafe and is not conducive to high-quality research.
- While NIH does not have authority to conduct formal investigations of harassment or discrimination, NIH does have the authority to provide compliance oversight of federal grant funds to recipient institutions to ensure compliance with the terms and conditions of award and to ensure that the research is able to proceed.
- Routine uses for disclosure of information outside of NIH.
- NIH uses the grants compliance and oversight tools in its authority to support a safe, harassment- and discrimination-free work environment at NIH-funded institutions, while respecting the multitude of federal, state, and local laws and policies that govern how allegations are addressed and adjudicated.
